Khalilli Fariz Sabir oglu was born in Gegeli village of Agsu region on 1 August, 1980. He got his primary education in Gegeli village secondary school in 1986. He graduated from secondary school No. 192 in Baku City in 1997. Entered History Faculty of Azerbaijan State Pedagogical University named after Nasiraddin Tusi in 1997 and graduated with Honours Diploma in 2001. He entered Master of Azerbaijan State Pedagogical University on specialty of ancient world history in that year and graduated with Honours Diploma in 2003.
He maintained candidacy dissertation “Archaeological materials of Azerbaijan History Museum as a source in the study of the Azerbaijani history (from the very ancient period till 4th century B.C.)” in 2007 and got the degree of Candidate of historical sciences.
He worked as a senior laboratory assistant in National Museum of History of Azerbaijan from 1st January, 2002 up to 25th December, 2003. He entered graduate course of the Museum on 25 December, 2003 and graduated in 2006. He worked as scientific worker in National Museum of History of Azerbaijan since 25 December 2006 till 10 February 2009 and the chief of Archaeology Fund Department from 2009, 11th July till 2011.
Chairman of MIRAS Social Organization in Support of Studying of Cultural Heritage since 31 March 2010.
Worked as a teacher at Azerbaijan Teachers’ Institute from 11 July 2011 up to 10 February 2014; vice-rector on scientific affairs in the same University from 10 February till 1 September 2014. He is the director of Heritage Travel MMC from 11 February 2013 till now.
Participated closely in preparation of scientific expositions of National Museum of History of Azerbaijan for 2004-2008 and Shamakhi History and Local Lore Museum for 2009, elaboration of exhibition halls on 3, 4, 5th and 7th excavation sites of Medieval Agsu Town Archaeological Tourism Complex and led some of them.
He passed archaeology and museum experience in Stavanger Archaeology Museum of Norwegian Kingdom in June, 2006. 100 scientific articles and thesis in Azerbaijani, Turkish, Russian, Norwegian and Arabic languages were published. He participated actively at international scientific symposiums and conferences. He represented Azerbaijan in symposiums, conferences, seminars and exhibitions in 100 cities of 20 countries.
Participates actively in archaeological expeditions since 2004. He worked in expeditions of Shabran, Gabala, Shamakhi, Ismayilli and Agsu. At the present time he is assistant chief of Agsu Archaeological Expedition.
Rrealized a project “development and propagation of archaeological tourism in Azerbaijan” in 2011; “Monitoring of public attitudes towards cultural heritage of Azerbaijan and education work in the places” in 2013; “clean village: protection of ecological and ethnographic identity with participation of local communes and sustainable development” in 2014 and “Tourism perspectives of archaeological monuments and support to disabled rehabilitation” in 2015 with the support of the Council of State Support to Non-Governmental Organizations under the Auspices of the President of the Republic of Azerbaijan.
Meanwhile, leads the structure protecting Medieval Agsu Town Archaeological Tourism Complex on the basis of protective contract signed with Ministry of Culture and Tourism of the Republic of Azerbaijan.
Married and has three children.
