27-7-2015

MIRAS Social Organization in Support of Studying of Cultural Heritage conducting research in nearly 100 facilities among 135 people in Shamakhi, Agsu, Ismayilli regions ”Inclusive tourism prospects of archaeological monuments and the next phase of the project in support of the rehabilitation of the disabled" project financed by the Council on State Support to NGOs under the auspices of the President of the Republic of Azerbaijan, on 22-27 July 2015, facilities were surveyed.
The first phase of the project included collection of information about the regions, while the second stage the surveys among executive power in the regions, centers for labor and social protection of population, hospitals, clinics, cultural and tourism facilities, non-governmental organizations, public associations and societies, and disabled people and the general population.
Though these factors were taken into account in the state programs accepted in the direction of integration of people with physical disabilities and social rehabilitation in Azerbaijan lately, non-learning of views of people in the area of social protection during the construction of the facilities, as well as doctors-rehabilitators ultimately leads to the circuit of vulnerable ones.
Initial findings showed that only in Samaxi Palace Platinum by Rixos there existed the conditions, private rooms, elevators for the rest of the disabled people's.
However, it became clear that the people with disabilities were employed in Shamakhi Astrophysical Observatory.During the query, it was displayed that the serious flaws found in majority of houses built for people with physical disabilities, as well as, the utility did not meet the requirements, their gathering together, lack of place for reading and discussions.

Shamakhi Astrophysical Observatory, however, it became clear that the employment of people with disabilities.
During the investigation, the majority of houses built for people with physical disabilities as well as serious flaws, the utility did not meet the requirements of conditions, gathering them together, there is no clear places to spend reading and discussions.
Provision of special caregivers for the physically disabled people in the Center for Labour and Social Defense of Population in Ismayilli region, the activity of Child and Family Support Center in Ismayilli working with children who have health problems, the regular excursions for closed Shamakhi Neurological Hospital residents, conducting concerts in the region’s Culture and Tourism Department for them, in the line of integration of NGO "Gulsha" Rehabilitation of Persons with Disabilities in Agsu activities into society, Veterans' Club are very commendable. The study of this experience can be a positive thing in their spread and application in other regions.
Though we couldn’t meet with members of the Medical Examination Commission, in our conversation with physician-experts and medical workers of Agsu, Shamakhi it was noted as a major problem the lack of mobile service in this category people, their going to Baku only for their treatment and rehabilitation, its being painful both in terms of health and morality.
Some of the people interviewed stressed that they would like to work with people with limited physical ability, especially ladies engaged in the art of carpet expressed their enthusiasm to teach interested. During the survey, the respondents expressed that their going out into the street seems strange to others and hereby become psychological pressure from moral.
The painful fact is an obvious example of the need for awareness not among the population seriously, but also people with disabilities in the future. This is a comprehensive approach to the work, NGOs as civil society must carry out wide work like those working in social protection, health and education.
During the studies in the regions historical, cultural and architectural monuments were surveyed, the photos were taken. Each facility was studied from the aspect of inclusive attractions, history, architecture, environment and health point of view.
Less information on the new field of tourism, inclusive tourism has shown that there is a serious need for enlightenment in this area. All these points are to be implemented on the third phase of the project, in the mentioned areas at the seminars on the prospects of inclusive tourism. The project will be completed with presentation of a book on the recommendations, inclusive tour routes, as well as inclusive tourism model of Medieval Agsu Town Archaeological Tourism Complex in the form of a pilot project.
